One of the key purposes of EN.CPS is the promotion of Civil Peace Services as an instrument of nonviolent conflict transformation, both on a national level as within Europe. At the EU level EN.CPS is one of the founding member organisations of the European Peacebuilding Liaison Office (EPLO), the platform representing the sector of peacebuilding NGOs towards EU institutions in Brussels. Several individuals from network members actively participate in and contribute to the work of EPLO.
While Germany so far is the only country where a government has adopted and publicly funds a Civil Peace Service programme (currently with approx. 20 mio Euros per year) there are promising efforts and policy developments in several other European countries. At the EN.CPS annual meeting in Berlin (2007) it became clear that also in other European countries civil society organisations, ministries and politicians are seriously discussing the possibility of introducing Civil Peace Services or similar policy mechanisms enabling civil socity to contribute to peacebuilding. EN.CPS organisations have carried out a research and established an overview of policy developments in Austria, France, Germany, Italy, Romania and Spain.
